The Affordable Care Act is changing America's healthcare system and economy at large, and it's already ushered in new strains of federal politics. While parts of the ACA, like health insurance exchanges, are starting to be implemented, some of its provisions and benefits are uncertain because of the presidential election. And in either case, the federal government has it said it will be flexible with states.
